J.B. Pritzker has joined the list of Midwestern governors issuing disaster proclamations as frigidly cold weather starts hitting the region.

Governor J.B. Pritzker said wind chill could drive temperatures to -55 degrees Fahrenheit in northern IL on Tuesday evening, capable of causing frostbite in a matter of minutes. "Best thing you can do is limit your time outside". He says records going back to the 1800s could be broken.

Forecasters warned of up to 3 inches of snow in central MS and Alabama by Tuesday morning and said temperatures will plummet as arctic cold blasts southward.

The bitter weather has also snarled travel in even the hardiest cities.

More than 1,000 flights were canceled at two airports in Chicago, a major regional hub and America's third largest city, in nearby IL.

Temperatures could reach lows of minus 30F to minus 40F (minus 34C to minus 40C) in parts of the Northern Plains and Great Lakes on Wednesday, the NWS said.

Thursday: Mostly sunny and cold, with a high near -3. Wind chill attempts to quantify the effect in terms of how it feels on our skin, which is why you'll sometimes hear it called the "feels like" temperature.

"When it gets this cold, nobody should be outside unless it is absolutely imperative for them to be outside", Douglas Brunette, an emergency room doctor at Hennepin Healthcare, told Minnesota Public Radio. The cold snap will dump as much as two feet of snow in Wisconsin and the city of Chicago is expected to hit an all-time coldest high temperature of minus 11 degrees Fahrenheit (minus 50 degrees Fahrenheit with wind chill) late Tuesday night.

About 220 million people - or 75% of the continental U.S. population - will endure below-freezing temperatures this week.

For the first time this week, the NWS Chicago is specifically mentioning the Fox River's potential for risky ice jams. It's not "maybe" or "if" at this point: Wind chills of -30° to -55° will occur. Almost 90 million people will experience temperatures at or below zero degrees this week from the Midwest to New England, according to the National Weather Service, and 25 million of those will face temperatures below minus-20.

It was originally allotted to Judge Barry Ashe, who was nominated to the bench previous year by President Trump. The documents also state that a court can not order Goodell to take action, in the league's opinion.

Even chillier was Naples, which only rose to 57 degrees Monday, also setting a record for the coldest high temperature on January 28.

More than 20 million Americans are in the path of a brutal winter storm and life-threatening low temperatures Monday, with blizzard and winter storm warnings in effect across the Midwest. He urged Illinoisans to guard against frostbite and hypothermia and use warming centers if need be. "Even five minutes of exposure can have very severe health consequences".

In Chicago, where the river winding through downtown has already frozen over, it could remain below zero from around noon on Tuesday until around midday on Friday, Hennen said. One-to-two feet of snow was forecast in Wisconsin, and six inches in IL.

Ali Alfred Gombo, 22, didn't have keys to the home, according to CNN affiliate KIMT. Rochester police officials did not respond to a request for comment.

The plow truck driver has been placed on paid administrative leave pending the results of an investigation, police said.

States of emergency have been declared from Wisconsin and MI, down to Alabama and Mississippi.

Schools and government buildings in Wisconsin and Minnesota were closed Monday as parts of those states braced for nearly a foot of snow.

"I want to make sure all state assets are available, including Wisconsin National Guard if needed, to help communities across the state and keep people warm and safe", Evers tweeted.

What about the Super Bowl? Inland and in New England, heavier snowfalls are expected. As member station WBHM reports, many school systems and city and county offices have since been closed due to expected snow. "However, IMD's extended range (four-weekly) bulletins have been forecasting the sustained below-normal temperatures in north India", said Pai.
