U.S. team to visit China for trade talks next week

American envoys are due in Beijing for talks Monday in a tariff battle over Chinese technology ambitions.

USA officials are heading to Beijing next week for the first face-to-face talks since Trump and China's President Xi Jinping in December agreed to a 90-day truce in the trade war as they sought to strike a deal.

Deputy U.S. Trade Representative Jeffrey Gerrish will lead the U.S. delegation for the talks, the Commerce Ministry said in a statement. Its one-sentence announcement gave no other details of the agenda or who else would take part. Beijing responded by imposing penalties on $110 billion of American goods, slowing down customs clearance for USA companies and suspending issuance of licenses in finance and other industries.

The talks are going ahead despite tension over the arrest of a Chinese tech executive - Huawei's chief financial officer, Meng Wanzhou - in Canada on US charges related to possible violations of trade sanctions on Iran. In December, they agreed to stop trading tariffs for a few months.

Trump initiated the trade war because of complaints over unfair Chinese trade practices - concerns shared by the European Union, Japan and others. Growth is expected by the government to have eased to around 6.5 percent in 2018, down from 6.9 percent in 2017.

China and the US reached a truce on the trade war and agreed to settle disputes in 90-day talks that will end on March 1.

USA access to China to do business has been one of the key sticking points of the two countries' trade relationship, and President Trump has explicitly criticised the Made in China plan previously. But economists say that is too little time to resolve the sprawling disputes that bedevil U.S. The two sides face a March 1 deadline; the US has promised to hike its import tax from 10 percent to 25 percent on $200 billion of Chinese products if no deal is reached. The lower level of these discussions signals that the two sides are still far apart on various issues.

In a separate statement on Friday, USTR said the delegation will also include Under Secretaries from the US Departments of Agriculture, Commerce, Energy and Treasury, as well as senior officials from those agencies and the White House.

The makeup of the USA team was announced Friday by the trade representative's office.

Chinese officials are unhappy with United States curbs on exports of "dual use" technology with possible military applications.

Tensions between the two nations have been rising for the past year, after tariff disputes between United States president Donald Trump and Chinese president Xi Jingping, disrupted exports causing global economic slowdown fears. They complain China's companies are treated unfairly in national security reviews of proposed corporate acquisitions, though nearly all deals are approved unchanged. American exports to China fell nearly 30 percent in October compared to a year earlier. An escalating trade war would make the situation even worse.
