Meanwhile, Mick Mulvaney, his acting chief of staff, said the U.S. president was prepared to take the notion of a concrete wall permanently "off the table" replacing it with a "steel fence" as a concession to Democrats.

On Saturday, Pence refused to budge from the more than $5 billion Trump has demanded from Congress to pay for a portion of the wall, according to two Democratic officials briefed on the negotiations.

President Donald Trump says he plans to call the heads of U.S. Steel and other steel companies to come up with a new design for the barrier he's insisting must be built along the southern border. However, he added, "I think the president would be wide open to a court challenge saying, where is the emergency?" But a Democratic aide familiar with the meeting said Democrats urged the White House to pass measures to reopen the government without wall funding and Mr Pence said Mr Trump would not do that.

President Trump announced Monday that he would "Address the Nation on the Humanitarian and National Security crisis on our Southern Border". White House officials affirmed that request in a letter to Capitol Hill after a meeting with senior congressional aides led by Vice President Mike Pence at the White House complex yielded little progress.

In a tweet, Trump sought to put a positive spin on the ongoing negotiations, describing them as "productive" and declaring that "we are now planning a Steel Barrier rather than concrete". He is the former chief White House correspondent for the network. Every hour that goes by this week without a deal makes it more and more likely that some 800,000 federal workers - even those who have been required to work over the 17 days of the partial shutdown, would not be getting paid.

However, the interviewer immediately called her out, citing the government's own information that none of those individuals arrived across the southern border.

"The Democrats are continuing to play games", she said.

A source in the meeting said the weekend talks were good only in the sense that they got a more precise sense of what the administration wanted.

Also, on "This Week", Rep. Liz Cheney, R-Wyoming, a member of the House Armed Services Committee, said of the possible national emergency declaration that "nobody wants to invoke it", but the border wall issue is "completely captive" to congressional Democrats. "What we need is we need a strong border".

Pressed about the terrorism claims during an impromptu Rose Garden news conference last week, Department of Homeland Security Secretary Kirstjen Nielsen pointed to another statistic: that more than 3,000 "special interest aliens" have tried to enter the USA through the southern border, suggesting those individuals "have travel patterns that are identified as terrorist travel patterns or they have known or suspected ties to terrorism".

Trump has stood by his demand for $5.6 billion approved by the Republican-majority House before its term ran out on January 3.

"This is national security we're talking about", he said on Friday.

It seems President Trump has listened.

Trump, a former NY businessman, said he could relate to the workers who would have trouble paying bills because of the shutdown and threatened, again, to declare a national emergency as an alternative way to build the wall, depending on the outcome of talks in the coming days.
