Farm Bill Sails Through Congress with Bipartisan Support

By adding 3 million acres to the conservation land that the government will pay farmers not to cultivate, and funding other conservation programs, the bill helps with the goal of "filling the skies with waterfowl today, tomorrow and forever". The procedural vote cleared the way for the House to approve the final farm bill later in the day.

Barry Grissom, a former United States attorney and now the senior vice president of global policy for Electrum Partners, says that one of the misconceptions of the farm bill is that it is automatically going to change the law nationwide. Furthermore, this confusion has kept some investors (many in the US) on the sidelines.

With that signature, hemp will become legal nationwide. The 2014 farm bill paved the way for hemp research programs in the states. Though the President has expressed his favor, the final decision has not been completely confirmed until his pen inks the deal so this continues to be a developing story. The House measure also sought to limit circumstances under which families who qualify for other poverty programs can automatically be eligible for SNAP, the Supplemental Nutrition Assistance Program, and earmarked $1 billion to expand work-training programs.

The U.S. House of Representatives passed the farm bill on Wednesday, capping months of acrimonious debate to finalize the legislation funding the nation's $867 billion food and agriculture programs.

Because it's almost impossible to tell the difference between hemp and marijuana without a lab test, the growing of hemp plants will continue to be tightly regulated, said Jonathan Miller, general counsel for the U.S. Hemp Roundtable, a national industry group.

House Republicans' farm bill would have forced states to impose work requirements on people ages 49 to 59 who get food stamps.

Western Kentucky University Agriculture Professor Todd Willian says they've been part of experimental programs with industrial hemp for five years. Village Farms produces and distributes fresh, premium-quality produce with consistency 365-days a year to national grocers in the US and Canada from more than nine million square feet of Controlled Environment Agriculture (CEA) greenhouses in British Columbia and Texas, as well as from its partner greenhouses in British Columbia, Ontario, and Mexico.

"Making it official with my hemp pen", he tweeted out Monday in advance of Senate approval of the bill.

More than 40 million Americans, or about 12 percent of the US population, depend on the SNAP food stamps program to keep from going hungry. He said he hopes the bill passes this week.

The change means an industry already seeing explosive growth is likely to grow more.

A provision within the proposed rules prevents lawmakers from forcing a vote for the rest of the year on any resolution that attempts to cut off support for Saudi Arabia in Yemen.

The bill also affects research into the plant. Josh Sewell, senior policy analyst for Taxpayers for Common Sense, called the bill "a step backward on efforts to ensure that farm safety net programs are focused on actual farmers".
