Trump leveraging USMCA as he reopens debate over presidential powers

Donald Trump says he'll terminate Nafta

The U.S. president made his latest pledge to terminate the 24-year-old trilateral pact as he was preparing to leave the G20 summit in Buenos Aires, an event that included the ceremonial signing of the new United States Mexico Canada Agreement (USMCA).

"With the signing of the US-Mexico-Canada Agreement, US beef producers are one step closer to knowing that unrestricted, science-based trade will continue in North America", he said.

The original NAFTA deal has landed back atop Donald Trump's hit list, with the US president again declaring he intends to terminate the 24-year-old trade pact - a move that appears created to pressure lawmakers on Capitol Hill into approving its recently negotiated successor. In October 2017, then-Attorney General Jeff Sessions issued a memo to USA attorneys clarifying that sex discrimination does not encompass gender identity, including transgender status. The move seems to be aimed at the new Democratic House, which will take over next year - and may not approve the USMCA. This new deal - the full extent of which has not been released - will require approval in the next Congress. The US President claimed the update "changes the trade landscape forever".

Trump has made renegotiating NAFTA a centerpiece of his presidency.

Sen. Patrick J. Toomey, R-Pa., a prominent free-trade advocate, said in an interview that he could not support the agreement as drafted because he believes it would diminish trade across the continent. USMCA keeps all those gains and adds improvements in many ag commodities. And while there are some instances in which the president has acted unilaterally to terminate commercial treaties, far more cases have involved the participation of Congress, he said.

Throughout the start of his presidency, President Trump had repeatedly threatened to withdraw the U.S. from Nafta, unless he could secure a better deal.

The elimination of both trade deals could expose Canada to more tariffs and import quotas and could send us back to square one with our largest trading partner. Sherrod Brown, D-Ohio, a leader on the issue, argued that there is precedent for reopening the agreement and making changes at this stage.

"This is good news for American farmers and we now need Congress to follow suit and enact the necessary implementing legislation".

"What isn't in it yet are enough enforcement reassurances regarding workers" and the environment, she told a press conference.

Canada and Mexico in turn retaliated with tariffs against the United States. Senator Marco Rubio of Florida tweeted on Friday that the deal as drafted would put Florida's seasonal vegetable growers "out of business".
