"That this House finds ministers in contempt for their failure to comply with the requirements of the motion for return passed on 13 November 2018, to publish the final and full legal advice provided by the attorney general to the cabinet concerning the European Union withdrawal agreement and the framework for the future relationship, and orders its immediate publication".

Following the vote of contempt on Tuesday, parliament leader Andrea Leadsom said the government would publish the full legal advice on Wednesday.

May refused to publish on the basis that such "candid" legal advice given to ministers should be understood to be confidential.

Labour, the Northern Irish DUP, SNP and Lib Dems, the Greens and Plaid Cymru had triggered the "contempt" action after Attorney General Geoffrey Cox failed to comply with MPs' demands.

Bercow said there was an "arguable case that a contempt has been committed", and set aside time on Tuesday to debate the issue - just as members of parliament were meant to begin a five-day debate on Brexit itself before their historic vote on the divorce agreement on December 11.

Once the results of the two votes were announced, Labour's Keir Starmer described the situation as "unprecedented" and noted that the legal advice must now be published in full. "The Grieve amendment gives teeth back to the House of Commons so MPs can have some real bite".

In an opinion issued before a judgement by the European Court of Justice, Advocate General Manuel Campos Sanchez-Bordona rejected the contention that Article 50 can only be revoked following a unanimous decision of the European Council, made up of the EU's member states.

But that message of unity suffered a setback from Tuesday's parliamentary vote.

May's government will now have to turn over the legal advice to Parliament.

In yet another blow to Theresa May's Brexit plans, MPs voted on Tuesday in favour of getting a "meaningful vote" if the Prime Minister's proposals are voted down. Lawmakers are due to hold five days of discussion before voting December 11 on whether to accept or reject the agreement, which lays out the terms of Britain's departure from the bloc on March 29 and sets the framework for future relations with the EU.

The BBC's political editor Laura Kuenssberg said MPs were asking for the right to tell ministers what to do if there is a second attempt to get the PM's deal through the Commons.
