In the U.S. Winter Outlook for December through February, higher-than-normal temperatures are expected across the western and northern U.S., Alaska, and Hawaii.

"That does not mean that below average temperatures can not occur", Mike Halpert, deputy director of NOAA's Climate Prediction Center, said in a statement. The effect could "influence the winter season by bringing wetter conditions across the southern United States, and warmer, drier conditions to parts of the North".

The only part of the country that can expect typical winter temperatures will likely be in the Southeast, spanning the states you see below that are colored white, from Florida to OH and as far west as Arkansas.

El Nino has a 70 to 75 percent chance of developing, it will likely be in place by late fall/early winter.

A mild winter could be in store for much of the United States, according to the seasonal forecast released Thursday by NOAA. States from the Pacific Northwest through the Northern Plains and into the Northeast are likely to have above-average temperatures, the NOAA reported.

While this obviously shouldn't be taken as gospel, it does give us a brief look at what we can expect heading into the winter season.

"Wetter-than-average conditions are favored across the southern tier of the USA, and up into the Mid-Atlantic", NOAA said in a statement.

It also said that wetter-than-average conditions are likely across the southern part of the USA, and up into the Mid-Atlantic.

Wetter conditions are in store for much of the southern US, up into the mid-Atlantic while drier conditions are likely for the northern Rockies, Northern Plains, northern Ohio Valley and Great Lakes. The southern states of the US, as well as those in the Mid-Atlantic, are expected to receive above-normal precipitation. Northern Florida and southern Georgia have the greatest odds for above-average precipitation during the winter, the NOAA said. "The maps show only the most likely category with higher probability indicating greater confidence".

But drought conditions are anticipated to improve in areas in Arizona and New Mexico, southern sections of Utah and Colorado, as well as the coastal Pacific Northwest and Central Plains, the agency said. He also forecasted a warm winter, heavily based on weak snowfall in Siberia.

Of course, forecasting the weather is notoriously hard and the predictions made by the forecasters are subject to change. The next update will be available on November 15.

Tampa meteorologist Jennifer Hubbard said the Tampa Bay area can except mostly the same, with mild winter temperatures near or slightly above average, as well as more rain than usual.
