FEMA Will Send Emergency Alert To Cell Phones In Nationwide Test

Wireless phone users can't block Trump administration 'Presidential Alert' test message

People with their phones on silent still saw the alert message on their screens.

First national test of the wireless emergency alert system.

Because the message is meant to include "critical lifesaving information", it's created to reach as many cell phones as possible, even those that aren't activated or don't have SIM cards.

It will be the first national WEA test, and the fourth nationwide test of EAS, the statement said.

If you're in range, though, you're getting the alert whether you like it or not.

And while you can block that cloying ex or irritating in-law from texting you, there's no opting out of Beltway bellwethers from the Oval Office.

FEMA officials use a device that's "very similar to a laptop computer", the senior FEMA official said. The messages come from the Integrated Public Alert and Warning System (IPAWS), which attempts to send the alert to every cell phone within the USA operating on a network run by a carrier opting into the Wireless Emergency Alert system.

"Got it!" In Seattle, the test alert arrived in the middle of the GeekWire Summit. It was supposed to happen last month but response efforts to Hurricane Florence pushed it back to today. While "no action is needed" on the part of recipients, the only way to dodge the notification, accompanying tone and vibration is to turn off your handset between 2:17 and 2:49 p.m.

Presidential Alerts: These alerts are (by law) only used to alert the public of national emergencies-think terrorist attacks or widespread natural disasters. The main difference is that this is nationwide rather than regional. There will also be a television broadcast and radio alert at 2:20 p.m. EDT, which has been tested for several years.

That three out of four phones probably received the warning is a reflection of our always-on, technologically connected times. The test message will be similar to regular monthly EAS test messages with which the public is familiar.

Some are describing the test as a "Trump Alert" - but the U.S. president is not personally involved in the trial.

The system is run by the Federal Emergency Management Agency, which says all of the country's major cellphone carriers participate. It will be followed by a broadcast alert two minutes later. Some cell phones will receive the message; others will not.

FEMA stated that some phones may not get the message.

The test has been scheduled to ensure that the alert system would work in the event of an actual national emergency. The WEA system was established a decade ago and became operational in 2012.

Manhattan plaintiffs are suing President Donald Trump and FEMA Administrator Brock Long. That's one of the things they are testing.
