Turnbull insisted that the names of those who wanted him gone needed to be made public. Such a petition was being compiled, according to local media, although it remained unclear how many signatures he had gathered.

If that happens, a ballot for a new leader will take place on Friday in what is likely to be a three-way race.

Along with Mr. Dutton's resignation, he also let go the International Development Minister Concetta Fierravanti-Wells.

Media reports say other lawmakers are considering running for Turnbull's job, including Treasurer Scott Morrison.

Professor Williams said the issue could only be definitely settled by the High Court.

He is yet to publicly respond to the latest threat to his rule, although broadcaster ABC reported that he turned down the demand for another party meeting during the phone call.

Many were surprised that he only lost by a 48-35 vote since he hadn't started canvassing support in earnest.
