Trump proposes car-mileage rollback states sue in protest

The Department of Transportation and the Environmental Protection Agency issued a Notice of Proposed Rulemaking Thursday that officially calls for leaving fuel economy standards alone rather than increasing them as decided under the Obama Administration.

But consumer groups and experts said the messaging around the proposal is deceptive, completely ignoring the cost savings on gas in more efficient cars - especially if gas prices increase.

Officials said the change to fuel efficiency rules would offer a "much-needed time-out from further costly increases".

Reforming Corporate Average Fuel Economy (CAFE) standards is a huge tax cut for American auto buyers, up to a $7,200 per vehicle.

After the EPA announced in April that it intends to remove the Obama-era mileage standard, California and 16 other states sued the EPA to fight the Trump rule change. "More realistic standards can save lives while continuing to improve the environment".

"The fleet of new vehicles today is the most fuel efficient ever, and they have gotten safer every year", said Luke Tonachel, director of clean vehicles and fuels at the Natural Resources Defense Council. But critics and supporters of the move generally agree: Under this proposal, average *real world* gas mileage *will* likely be significantly *lower* in 2025 than it would be if the Obama-era rules stay in place.

The proposal represents an abrupt reversal of the findings that the government reached under President Obama, when regulators argued that requiring more fuel efficient vehicles would improve public health, combat climate change and save consumers money without compromising safety. "Thanks to emissions and efficiency rules, consumers have saved billions of dollars on fuel over the last 5 years and pollution has dropped".

"We have been steadily increasing the standards... for nearly a decade", said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday. Automakers, who had asked to be relieved of some of the mandates, have expressed misgivings about having to accommodate a patchwork of federal and state standards. He said gas prices are "at historically low levels and that changes driving habits, that changes the kind of cars and trucks that people want to buy".

More than a dozen states follow California's standards, amounting to about 40 per cent of the country's new-vehicle market. He assured them he would, ordering his EPA chief and Transportation secretary to try to broker a deal with California. "We urge California and the federal government to find a common sense solution that sets continued increases in vehicle efficiency standards while also meeting the needs of America's drivers".

The administration also proposed a withdrawal of California's Clean Air Act preemption waiver.

In 2012, when the standards were first adopted, cars were about 50 per cent of new-vehicle sales.
