Preckwinkle also released a statement Tuesday saying she'd had a phone call with Puerto Rican Gov. Ricardo Rossello, who'd referenced her directly in a Tweet about the video.

Cook County Forest Preserves officials are promising action after a disturbing video showing a woman being harassed over her Puerto Rican flag T-shirt.

Later, she says: "Officer, I feel entirely uncomfortable, can you remove... please, officer" as the officer is seen walking away from her.

During the clip, which went on to be viewed almost two million times, Trybus yells at Irizarry that she "should not be wearing that in the United States of America" in reference to her Puerto Rican flag shirt, as well as repeatedly asking if she is an American citizen. The footage showed the officer seemingly ignoring the woman's requests for his help as she explains that the man is harassing her and that she has a permit to be in the public space.

The woman, who apparently is the one recording the encounter, can be heard talking but her face is not shown.

He has been charged with disorderly conduct and assault.

U.S. Rep. Luis Gutierrez of Chicago's 4th District called the incident a "racist, ugly, vicious attack", according to the Chicago Tribune.

Puerto Rico is a US territory, and its residents are American citizens. She posted the video to Facebook.

Timothy Trybus, 62, of Des Plaines was charged with two felony counts of committing a hate crime in addition to the misdemeanour counts of assault and disorderly conduct he already faced, the Cook County State's Attorney's Office said.

Chelsea and Conte return to pre-season training
Sarri's Napoli connection with Gonzalo Higuain could see the Argentine striker also join his former manager at Stamford Bridge. But away from that complicated saga, Chelsea are now closing in on their first piece of business.

"If the investigation confirms the officer did not take appropriate steps to ensure public safety, disciplinary action will be swift", Forest Preserves spokeswoman Stacina Stagner told ABC News via email earlier this week.

Connor, a 12-year veteran with the county, was placed on desk duty and stepped down on Wednesday. "I really do believe there are people who say to themselves, 'If Trump can do it, I can do it".

Then, she says: "Officer, I'm renting, I paid for a permit for this area". "You don't come here harassing people", she says. Irizarry can be heard asking the park police officer, identified as Connor, for help, and telling him she is uncomfortable.

"I do not feel comfortable with him here, is there anything you can do?"

Irizzary was wearing a shirt made to look like the Puerto Rico flag, with the words "Puerto Rico" written on the top.

At one point Irizzary's brother returns from grabbing food for the party and tries to get Trybus to leave her alone.

The video shows Trybus continuing to confront Irizarry and her friends for about 10 minutes before additional police officers arrive and eventually arrest him. "People have just as much right to be here as you do, and when you're drunk you don't belong here".

A parks officer has resigned after being criticized for not intervening during the June 14 incident. which was caught on video at a northwestern Chicago park.
