The office of US Trade Representative Robert Lighthizer has released a list of Chinese products, running to nearly 200 pages, that will potentially be hit with a 10 per cent import tax as early as September.

The move marked the latest escalation of the ongoing trade war between Washington and Beijing.

He told reporters: "The Trump administration lacks the savvy skill to impose tariffs in such a way that doesn't simply harm every single strategic trading partner from the European Union to China".

These new suggested levies won't take effect until after a public comment period which runs through August.

China immediately retaliated with duties on the same value of U.S. goods, including soybeans and cars.

The US had no choice but to move forward on the new tariffs after China failed to respond to the administration's concerns over unfair trade practices and Beijing's abuse of American intellectual property, the officials said. On Friday, the USA slapped 25 percent taxes on $34 billion in Chinese imports, a lot of them are industrial goods that the Trump administration says receive subsidies or other unfair support from Beijing.

Senate Finance Committee Chairman Orrin Hatch, a senior member of Trump's Republican Party, said the announcement "appears reckless and is not a targeted approach".

Just after midnight on July 6, the United States began collecting 25 percent tariffs on $34 billion in imports from China.

The president has repeatedly described his resort to tariffs - which are paid by American importers - as a lever to extract negotiating concessions from USA trading partners.

Trump administration officials, for their part, argue that the Obama administration's preferred methods for dealing with unfair trade practices - negotiations and litigation at the World Trade Organization - were ineffective, and it is time to take a harder line. "Unfortunately, China has not changed its behaviour". China has vowed to retaliate dollar-for-dollar to any further United States tariffs.

The U.S. complains that China uses predatory practices, including outright cybertheft, in a push to challenge American technological dominance.

The U.S. Chamber of Commerce has supported Trump's domestic tax cuts and efforts to reduce regulation of businesses, but it has been critical of Trump's aggressive tariff policies.

According to the Ministry of Commerce, China considered the substitution of imports and the overall impact on trade and investment while making up a list of USA goods hit by import duties. The President imposed steel and aluminum tariffs on these countries, and has threatened to hit them with levies on imported cars and trucks.
