Analysts said the United States move may be an attempt to gain leverage ahead of Commerce Secretary Wilbur Ross's visit to China later this week for talks. Those tariffs will take effect "shortly thereafter".

The tariff threat is a "very powerful" negotiating tactic, said Lester Ross, chairman of the American chamber's policy committee.

"This is really about Congress", said Derek Scissors, a China specialist at the conservative American Enterprise Institute. "I don't think it blows up a deal with the Chinese".

The Chinese Ministry of Commerce did not immediately respond to questions about the status of the meeting.

After Beijing promised to retaliate in kind to any duties, the president raised the ante to slap tariffs on an additional $100 billion in Chinese goods. But the ministry gave no indication whether Beijing would go ahead with threats to retaliate by raising duties on a $50 billion list of US goods.

Chinese Foreign Ministry Spokeswoman Hua Chunying blasted the Trump administration's apparent reversal Wednesday in Beijing. "As the United States and China prepare for another round of negotiations, we hope the administration has clearly defined objectives and concrete solutions to resolve this trade dispute without tariffs".

The Commerce Department informed Congress on Friday of a plan to ease penalties on ZTE (ZTCOF), the Chinese phone and telecom equipment maker that was crippled by an export ban issued in April as punishment for what the United States said were violations of its sanctions against North Korea and Iran.

Trump, while demanding China to reduce the $375 billion by $100 billion retaliated with United States dollars 50 billion tariffs on Chinese products.

GOP and Democratic Senators attacked the deal as insufficient punishment for a company that defied USA sanctions policy.

Besides, the White House said it would continue with efforts to protect domestic technology and intellectual property, stop non-economic transfers of industrially significant technology and intellectual property to China, and enhance access to the Chinese market. Under that program, China aims to take a leading role in areas such as artificial intelligence, robotics, and electric cars.

Wilbur Ross is scheduled to go to Beijing this weekend to continue negotiations, making his position a bit awkward, to say the least.

President Donald Trump said Tuesday he is moving to finalize trade sanctions against China even as a USA delegation is set to travel to Beijing for talks to resolve the dispute.

"Conflicting messages coming from the administration is causing whiplash for American companies that are focused on growing the economy and creating jobs here at home", the Virginia-based Retail Industry Leaders Association said in an emailed statement.

She urged the USA to keep its "word and work" with China according to the spirit demonstrated in the joint announcement.

U.S. Treasury Secretary Steven Mnuchin said the administration agreed to put on hold proposed tariffs on up to $150 billion in Chinese products.

It was yet another apparent change of course for Trump, who veers from harsh threats to promises of compromise and back again on trade and other more sensitive issues.
