The decision, announced by Commerce Secretary Wilbur Ross, came hours before these temporary exemptions were due to elapse at 12:01am in Washington on Friday.

President Donald Trump announced in March that the United States would slap a 25 percent tariff on imported steel and a 10 percent tariff on imported aluminum, citing national security interests.

Liam Fox questioned the United States decision to 25% tax on steel and a 10% tax on aluminium from the EU, Mexico and Canada.

French Finance Minister Bruno Le Maire, whom Ross was scheduled to meet in Paris on Thursday morning, said on Wednesday that the European Union did not want a trade war either but would respond if Washington imposed tariffs.

But European officials are increasingly irritated by Trump's aggressive use of obscure provisions in USA trade laws against US allies.

European officials, bracing for the tariffs, have threatened to retaliate against USA orange juice, peanut butter, kitchenware, clothing and footwear, washing machines, textiles, whiskey, motorcycles, boats and batteries.

Mr Trump's trade envoy also brushed off trade war concerns, saying that "even real wars end with negotiations".

On Twitter, Manfred Weber, the leader of the European People's Party in the European Parliament said Europe had "no choice" but to defend itself. Prime Minister Justin Trudeau's government has said it plans to respond but has not yet said how.

European Commission President Jean-Claude Juncker only discovered the news when he was passed a note during a speech he was making in Brussels.

In response, the European Commission confirmed it would be triggering a dispute settlement case at the World Trade Organisation and will impose "rebalancing measures and take any necessary steps to protect the EU market from trade diversion caused by these U.S. restrictions", according to a statement on its website on Thursday (31 May).

"This is protectionism, pure and simple", he said.

The decision, which comes just days after Trump broke a cease-fire in an escalating trade dispute with China, is certain to inflame relations and invite retaliation.

"Without a strong economy, you can't have a strong national security", Ross said.

"Today is a bad day for world trade", said European Union trade commissioner Cecilia Malmström.
