The Scottish Parliament's refusal to back the bill through a legislative consent motion will not legally prevent ministers from pressing ahead, and the lack of an agreement in Scotland comes after a deal was reached between Westminster and the Welsh Government last month.

Members of the Scottish Parliament (MSPs) rejected the British government's bill by 93 votes to 30, reports Xinhua.

If May chooses to disregard the Scottish vote, it could fuel First Minister Nicola Sturgeon's calls for a second referendum on Scottish independence and likely strengthen her argument that Scotland should be independent.

SNP, Labour, Green and Liberal Democrat MSPs all voted against consent, with only the Scottish Conservatives arguing the changes that have already been made to the Bill go far enough to protect devolution.

Scottish Brexit Minister Michael Russell said he hoped May's team would accept his proposed solution of amending the clause allowing the U.K.to change European Union laws affecting Scotland, and said the U.K government needed to show more flexibility in future talks.

The Edinburgh assembly voted by 93 votes to 30 to deny consent for the European Union (Withdrawal) Bill, which is now going through the national parliament in London and is supposed to provide clarity on the legal position as Britain severs ties with the bloc.

"The Scottish issue is just one among many headaches", Akash Paun, senior fellow at the Institute for Government in London told Bloomberg.

"That is a reasonable and sensible way forward", the Prime Minister said.

Mr Mundell said Brexit would leave the Scottish Parliament with more powers and responsibilities than it now has, and pointed out it had recently been handed powers over income tax the welfare system. "It becomes a bigger issue at the point when the bill is completing its passage through Westminster".

"The Government has completely redrafted this bit of the Withdrawal Bill in order to accommodate the sensitivity that actually these powers will, in the end, come to the Scottish Parliament".

After Brexit, powers that have previously been exercised by Brussels will return to the United Kingdom, but there is a difference of opinion about where they should lie.

Nicola Sturgeon's government in Edinburgh insists that Holyrood must explicity agree to any changes before they can take effect.
