Both Mr Giuliani and Mr Trump have insisted the payment to Ms Daniels was not a campaign expense. "Yes, it was to settle a personal issue that would be embarrassing for him and his wife". But it did little to spell out when precisely Trump knew of the payment or how involved he was in reimbursing Cohen.

Norman Eisen, ethics chief under Trump's predecessor, Democrat Barack Obama, said any such payments would have constituted campaign contributions if they were meant to influence the election, even if they were also made with the "partial motive of protecting the Trump family from embarrassment".

We know no such thing, of course.

But no debt to Cohen was listed on Trump's personal financial disclosure form, which was certified on June 16, 2017.
