Ahead of her 92nd birthday, Queen Elizabeth issued a request to the Commonwealth Heads of Government to name Charles as her successor.

Prime Minister Malcolm Turnbull spoke during the private debate at Windsor Castle to suggest the formal head of the Commonwealth would always be the British monarch, a view backed by others.

Rwanda will become the first African nation to host the Commonwealth Heads of Government Meeting since Uganda in 2007.

The Queen noted that having on so many occasions been welcomed at opening ceremonies around the Commonwealth, it was a pleasure to welcome heads to her home.

The announcement came after the Queen expressed earlier in the week that t was her "sincere wish" that Prince Charles would follow her in the role. "Both as a symbol of our free association, and through deep personal identification with the highest ideals of respect and understanding, Her Majesty has won a place of great affection in the hearts of people in all countries of the Commonwealth", she said. And the news comes not long after Elizabeth appointed Charles' son and her grandson Prince Harry as Commonwealth Youth Ambassador.

"For when numerous greater challenges we face are global in nature, the breadth of the Commonwealth, spanning six continents and a third of the world's population, offers a unique perspective in helping to forge the global solutions we need", she said.

That evening, Prime Minister Malcolm Turnbull - sitting next to Canadian PM Justin Trudeau - joined other world leaders who rubbed shoulders with the Royal family during a leader's dinner at Buckingham Palace.

This dramatic transformation, the President stressed, has been done peacefully and enthusiastically, largely due to the stewardship, guidance and leadership of Queen Elizabeth II.

He said: "The Queen was out of character because we heard publicly a statement from her which undoubtedly had been checked with Government".

"And we seem to be growing stronger year by year".

Prince Charles also made a tacit pitch for the role, saying the Commonwealth had been a "fundamental feature" of his life since first visiting Malta at age five.
