His run-ins with the law regarded threats, property damage, fraud and a hit-and-run, but Ms Adomeit said all charges were dismissed.

At least 20 people were injured, and some of them were airlifted to nearby hospitals for treatment.

He was shot dead by Italian police in Milan four days later while on the run.

The security officials have rejected indications of Islamic State attack.

Authorities are treating the incident as an attack.

Muenster's Roman Catholic bishop is urging mourners to try to understand - with the help of God - the terrible van crash that killed two people and injured 20 others.

As per witnesses, the people were seen running all over moments after the attack.

"With dismay, I learned of the bad incident in Muenster", Seehofer said in a statement Saturday, adding, "Police in Muenster and throughout (the state of North Rhine-Westphalia) are now working hard to investigate the matter".

Seoul optimistic about "secret, direct contact" between USA and North Korea
There was no immediate word on the possible venue for the talks, which would be the first ever between a sitting USA president and North Korean leader.

Large portions of the city center remained shut down hours later, as helicopters hovered in the sky and police officers with large rifles blocked streets.

Muenster, with about 300,000 people, is home to numerous universities and has a student population of about 58,000, the city government says. "Investigations are being conducted at full speed and covering all possible directions".

Armin Laschet, the governor of North Rhine-Westphalia state, where Muenster is located, visited the crash scene on Sunday.

Saturday's crash occurred on the one-year anniversary of a similar attack in Stockholm, Sweden, when a stolen beer truck struck pedestrians, killing five people.

They are investigating "all possible avenues", said the north-western city's senior prosecutor, Martin Botzenhardt.

"The van is not at the crime scene anymore, all kinds of objects have also been removed, waste of course, as well as evidence that we've found on the ground", police spokeswoman Susanne Dirkorte told The Associated Press. "Everything possible is being done to investigate the act and support the victims and their families".

The local daily Muenstersche Zeitung reported that the perpetrator had vaguely announced his suicide plans a week ago in an email to friends, but police wouldn't confirm those details.

As per a Reuters report, the vehicle ploughed into people seated at tables outside the Grosser Kiepenkerl eatery, a popular destination for tourists in the city's old town, killing a 51-year-old woman from Lueneburg and a 65-year-old man from Borken.
