Syrian government forces backed by Russian Federation have recaptured almost all of eastern Ghouta, which was the last major rebel enclave on the outskirts of Damascus, in a ferocious assault that began in February, marking a major victory for President Bashar al-Assad.

The SANA news agency says two buses carrying the rebels left Douma on Monday morning, heading for Jarablus, a town in north Syria shared between rebels and Turkish forces.

It said those on board were fighters and family members belonging to the Army of Islam, the largest rebel group in eastern Ghouta.

Rami Abdurrahman, the Observatory's director, said some factions within the Army of Islam oppose evacuating and effectively surrendering Douma to the government of President Bashar Assad.

It is also unclear whether all of the Army of Islam fighters have agreed to leave and how long the evacuations will take. The group is estimated to command 10,000 fighters in the town, and possess a formidable arsenal of tanks and other heavy weaponry, according to the Britain-based Syrian Observatory for Human Rights, which monitors the civil war through a network of activists on the ground.

Jaish al-Islam, which has been defending the eastern Ghouta town of Douma against a ferocious onslaught by Russian-backed Syrian government forces, has not confirmed the agreement with the government.

More than 40,000 Syrian rebels and their family members have relocated to rebel-held parts of northern Syria, according to the Russian military.

"They will all have to agree to the settlement in the end", the source said.

Since 2016, the area had been controlled by the Jabhat al-Nusra (outlawed in Russia) and Jaysh al-Islam terror organizations, as well as the Ahrar al-Sham, Faylaq al-Ra·man and Fajr al-Umma groups linked to them.

The second largest chunk of Syrian territory is controlled by the Syrian Democratic Forces, an alliance of militias spearheaded by the Syrian Kurdish YPG and supported by the US -led coalition against Islamic State.
