Several suspicious packages were sent to at least two military bases in the Washington, DC area on Monday morning, with one confirmed to contain explosive material, according to local media.

A Central Intelligence Agency mail processing facility and a White House mail processing facility also intercepted suspicious packages.

The packages are being examined by the Federal Bureau of Investigation to see if they're the work of the same person or persons, and to determine whether they were working devices or hoaxes meant to look real. The parcel tested positive for black powder, a substance found in explosive devices, and an X-ray scan appeared to show a Global Positioning System locator and fuse attachment. According to Howard, an Army explosive ordnance disposal unit "confirmed the package tested positive for black powder and residue" before it was "rendered safe". Fort McNair was cleared at around 1:15 p.m.

Phan is accused of sending multiple packages by mail to Fort Belvoir, Joint Base Anacostia-Bolling, Fort Lesley McNair, the Naval Surface Warfare Center in Dahlgren Virginia and to the CIA's offices in Langley, Virginia.

A law enforcement official told CNN there were more than 10 devices.

Few details were released on the package found at Fort Belvoir, but a base spokesman said that it had been rendered safe.

No injuries or explosions were reported.

Army Lt. Col. Michelle L. Baldanza says the incident is under investigation and the Pentagon was referring all inquiries to the FBI.

Multiple packages containing explosive components were sent to key military and intelligence installations around the Washington area.

Asked whether the packages may have been connected with or inspired by the recent package bombs that terrorized Austin, Texas, Williams said that it was hard to determine that, especially given that it's not know yet how long this was planned or whether any packages are still out there.
