N.Korean diplomat heads to Finland amid new diplomatic flurry

South Korea's Yonhap news agency said Choe was seen at a Beijing airport on Sunday before boarding a flight to Finland.

The Central Intelligence Agency has taken the lead on organizing potential discussions between the USA and North Korea, The New York Times reported on Saturday.

The Finnish Foreign Ministry has confirmed the visit, describing it as "unofficial".

North Korean officials are expected to meet with US and South Korean representatives in Helsinki, Finland, for unofficial talks ahead of possible major summit meetings. "The plans set for after the South-North summit can only be smoothly carried out if North Korea specifically promises to give up its nuclear arsenal".

"But no current USA or South Korean officials will be there", Yonhap quoted the source in Seoul as saying.

North Korea is pursuing its nuclear and missile programmes in defiance of UN Security Council sanctions and has made no secret of its plans to develop a missile capable of hitting the United States mainland. There, it provides diplomatic services for not only Swedes, but also U.S., Canadian and Australian citizens.

According to the report, such projects could create 91,310 new jobs in the two Koreas, including 18,550 in the South.

The Ministry has not divulged the agenda or participants of the meeting, but says that the talks are not of a top-level political nature and that Finland is working only as an "academic" and "routine" facilitator for the meet.

"We just want to be helpful in pursuing a de-escalation on the peninsula", he said.

Wallstrom had earlier said the talks extended into Saturday given the "constructive atmosphere" of the first two days.

The majority of Ri's time was spent with Swedish foreign minister Margot Wallstrom.

"Sweden underlined the need for North Korea to dismantle its nuclear arms and missiles program in line with several Security Council resolutions".

Abe was also quoted as raising the possibility of a bilateral summit with Pyongyang after Kim meets Trump, citing the so-called Japan-DPRK Pyongyang Declaration, signed on September 17, 2002, between former North Korean leader Kim Jong-il and then-Japanese Prime Minister Junichiro Koizumi, as precedent.

South Korean President Moon Jae-in is due to meet with Kim in April.

Asked if South Korea trusted Kim, Kang said: "It's not a matter of trusting".

The Seoul-based North Korea Resource Institute issued a report on the prospect of potential inter-Korean projects to develop and modernize 74 mines with commercial value out of around 700 in the North. At the time, both sides discussed Japanese nationals abducted to North Korea, and according to a transcript from Japan's Foreign Ministry, Kim Jong-il, the father of Kim Jong-un, promised to obey worldwide agreements related to nuclear weapons and freeze missile launches without any time limit.
